Review of Programme Based Budgeting Module for LADS

The Technology Transfer, Licensing and Commercialisation Centre (TTLCC) is currently hosting a workshop to review the programme based budgeting module for its Local Authorities Database System in order to get feedback from the Ministry of Local Government and Public Works, the local authorities and other stakeholders.

Review of Programme Based Budgeting Module for LADSThe workshop is attended by officials from the Ministry of Local Government and Public Works and the local authorities finance and accounting departments. Over 15 local authorities from across all the country’s ten provinces are represented as well their associations and some non-governmental organisations.

In his welcome address, HIT Vice Chancellor Eng. Quinton Kanhukamwe that it is his hope that all the stakeholders participating will be the owners of the programme that is being developed by HIT. “I hope that the solutions that we developing can become regional and international solution made by Africans for Africa and can eventually go global,” he said.

The Director of the Technology Transfer, Licensing and Commercialisation Centre (TTLCC) Dr Eng. Talon Garikayi called on the local authorities and the Ministry of Local Government and Public Works to support the programme and give back their feedback in order to improve and make the necessary adjustments to it.

Review of Programme Based Budgeting Module for LADSThe Chief Financial Advisor in the Ministry of Local Government and Public Works, Mr A. Nhamo called on the Technology Transfer, Licensing and Commercialisation Centre (TTLCC) to provide and deploy the necessary backup and support staff for the Local Authorities Database System to all the local authorities currently using the programme. “ As a ministry we are supporting the deployment and use of LADS by our local authorities, but you need you to put up the necessary backup and support staff as well as structures for LADS,” he said.

 

The LADS Budgeting Module was presented by the Project Director Engineer T. Maphosa.

Local Authority Database System(LADS) is a business solution application developed by the Harare Institute of Technology's School of Information Science and Technology and the Technology Transfer, Commercialization and Licencing Centre to improve the ease of doing business in Zimbabwe's local authorities.

LADS helps in proper debt management, bills payments, stand allocation and project management. The benefits of LADS include improved service delivery, transparency in service delivery, increased customer satisfaction and ease of doing business.
